In the heart of Kwale County, Kenya, Joan Koima Chimera stands as a beacon of hope and change for persons living with disabilities (PWDs). As the County Director of the National Council for Persons Living with Disability in Kwale County, her mission is to ensure that PWDs are not only heard but actively involved in the development processes within their localities. Partnering with the Muslim Women Advancement of Rights and Protection (MWARP), supported by the Embassy of the Netherlands through UNDP on an initiative that seeks to empower communities through strengthening their capacities to participate in county development process. Joan has spearheaded efforts to ensure that PWDs within the county are on the receiving end of civic education and support by MWARP, enabling them to overcome challenges, access opportunities, and become active participants in their communities

Before the great partnership of MWARP and the National Council for Persons Living with Disability in Kwale County under the leadership of Joan Koima embarked on the journey to empower PWDs in Kwale, they faced numerous challenges. They often felt marginalized and excluded from community development processes. Access to critical information, such as civic education, was limited, hindering their ability to participate effectively in decision-making processes.

Reflecting on the past, Joan shared, “PWDs were left behind in Kwale County. They faced discrimination, lack of awareness about their rights, and limited access to essential services. It was a dire situation that called for immediate attention.”

Joan’s journey towards empowering PWDs took a significant turn when she partnered with MWARP, an organization dedicated to advancing the rights and protection of marginalized communities. Together, they initiated efforts to mobilize PWD communities, ensuring they had access to essential trainings and information.

One of their key achievements was facilitating the registration and migration of 1,000 PWDs to new systems. This step allowed the National Council for Persons Living with Disability in Kwale County to target school-going children and provide them with much-needed educational support as well as assistive devices. The collaboration between Joan’s office and MWARP played a pivotal role in ensuring that young PWDs could access quality education.

Joan emphasized the significance of this milestone, stating, “Education is a fundamental right for every child, regardless of their abilities. Thanks to MWARP’s support, we’ve been able to break down barriers and provide educational opportunities for young PWDs in Kwale County.”

Working in tandem with MWARP, the National Council for Persons Living with Disability in Kwale County also addressed pressing human rights issues affecting PWDs, such as gender-based violence and inheritance disputes. The partnership enabled the creation of a referral pathway for PWDs in Kwale County, ensuring that they received the necessary support and assistance to overcome these challenges.

Joan shared the impact of these efforts, saying, “PWDs in Kwale County now have a clear path to seek help and justice when faced with human rights violations. MWARP’s support has been instrumental in creating a safer and more inclusive environment.”
